Tuscarawas Feeder of the Ohio Canal South of Portage Summit, as appears by the accompanying certificate of the Resident Engineer. 0. Alfred Kelly, Act Cans
The canals in Ohio were divided up into mile long sections and each section was bid on and contracts awarded to the lowest bidder. Money was scarce so no contractor had enough money to finance their section. So when they got some work done, the Residential Engineer inspected it and issued a certificate stating how much work had been done so they could be paid for it. Although certified as having done 5 worth of work, the contractor was only paid 0. That gave the contractor incentive to complete the contract. When all the work was done, the contractor did receive pay for all he had done.
Alfred Kelly is called the "Father of Ohio Canals".
There two canals built in Ohio. The Ohio Canal ran from Cleveland to Akron to Triway to Newark to Buckeye Lake to Chillicothe to Portsmouth. The Summit Level was at Akron. The other ran from Toledo to Defiance to Dayton to Cincinnati.
